Answer: Yes you can submit assignments this year and appear for exams next year or next semester (whichever applicable).
Extra info : IGNOU takes exams twice a year (June and December). You can appear for exams after 6 months if you missed the current Term End Exams. This way you don’t have to wait for a year to attend exams and you will be able to take 1st year and 2nd year exams separately.
