    Mill thinks that individual liberty is an essential prerequisite of social progress, because liberty encourages creativity and innovation. It is the individual creativity and the innovation that has propelled the growth of mankind and social progress. Without it, the social progress would be stunted and there would be stagnation and glut in the social development.

    He believes that civilization could not progress until and unless such an area of unfettered freedom is guaranteed to the individuals. The person would be reduced to the crippled life, lacking moral courage to charter any independent course of action. Mill maintained that society would be crushed by the weight of the collective mediocrity. He believed that civilization could not progress until and unless such an area of unfettered freedom is guaranteed to the individuals.     Therefore, liberty is a necessary condition for the full balanced and all round development of a person. It gives one opportunity to spend life, as he or she desires. It provides one with free choices and freedom to choose one such option or choice that suits his or her personality. Liberty ensures a life free from any obstacles. The responsibility of any kind cannot be fulfilled unless one is ensured matching liberty. Without liberty, neither one can share responsibility, nor one can enjoy power. In fact, liberty is ideal to which all individuals and whole humanity aspires. No wonder many wars have been wedged for it, many revolutions have been inspired by it and the fire of liberty has ignited many Independence movements.

    Only economic liberty is not sufficient for the growth and development of the individual and society. If civil and political freedom are not ensured to the individuals, only economic freedom would not suffice to his free and unfettered growth and development. The civil rights movement in USA is a case in point. Despite the prosperity and all round economic development, American people agitated for the attainment of the civil rights and freedom. The political liberty means an atmosphere wherein state does not interfere in the life of its citizens and individuals without sufficient reasons and ground. The political liberty has two aspects–external and internal. The external liberty implies that state or society is not subservient to any other society and state. It has complete freedom and autonomy in all respects. It is not guided or influenced by any other external force.
